I agree. It makes for some exciting and spectacular plays. But if the reason for the rule is to prevent injury it seems like it should go both ways.

I think any “hands to the face” is a penalty technically, but rarely called. Plus it’s an exciting play like this:

As long as the ball carrier doesn’t grab hold, I think it’s legal. It’s a penalty if you don’t have the ball though.
