I had a random thought today…
Dialing 9-1-1 is supposed to be for emergencies, but what exactly is an emergency? When I thought about this, I was walking out to my car after playing basketball and thought, “what if my car window was smashed?” Is that an emergency? I need to call the police to file a report and I don’t know any other number to call, so 911 would make the most sense to me. Am I in danger? Probably not, but do you need to be in danger to have an emergency?
Just something to think about…
Just wandered onto your site,
I am an EMT (work on an ambulance) and the answer is that the emergency has to be activly taking place. So if your window is beign smashed and you see the person then call 911, if you find it the next day call the local police dept to file a report. Many cities now have a new number 311 its for non emergencies that you would normaly think to call 911 for.

that is a really good question….before reading about 311, I would have just called 911 instead. i would think that anything serious should be an emergency!
